Linux VPS stands for Linux Virtual Personal Server. Basically, it is a virtual server on a server. Virtual means the server runs in the memory of the host computer. A host computer can have several virtual servers running on it.

When running a web server, a MySQL database server, and PHP, 128 MB is usually not enough for the average user. For a web server with that setup to run smoothly, you will need at least 256 MB.
Add your visitor count and a statistics package; maybe even a firewall as well as anti virus and anti spam for an e-mail server. You would be better off choosing an overhead between 512 MB and 1024 MB.
So does going for more expensive hosting deliver a more stable environment? It could, but not necessarily; expensive doesn't always mean better. You might like one of the cheaper hosts. Generally speaking a Linux web server may be less vulnerable to exploits than a Windows server, but from a security standpoint. Your website is far more vulnerable to exploits by what you place on your virtual private server. That is why managed hosting plans usually do not allow you to place anything on the server without the prior approval of the system administrators. If you install a copy of wordpress and don't keep it up to date with security patches you may be exposed to a vulnerability over time, regardless of which operating system you choose.
currently the Windows operating system uses up more system resources in terms of server memory (link to server memory) than Linux. So all things being equal a Windows VPS account will cost a slight bit more than a Linux version. Generally this is more noticeable with entry level plans since a Linux VPS plan can get away with 256 MB or RAM but a Windows VPS plan will need more. However once you get into the medium level to high-end range of VPS hosting, the amount of memory required is negligible since you should be allotted a much more usable amount. And if you compare a Windows VPS hosting plan with a Linux plan that has a control panel installed then you are similarly on par since the control panel will use up some additional memory in Linux and typically there is a monthly licensing cost that may put the Linux plan on a similar price point than with a Windows plan that factors into the monthly cost the price of the Windows operating system.
